The European Union imposed five- year tariffs on stainless steel from India, saying EU producers including Acerinox SA (ACX) are victims of subsidies to Indian competitors such as Mukand Ltd. (MUK)

The EU duties as high as 4.3 percent aim to counter alleged trade-distorting Indian aid to exporters of stainless steel bars and rods, which are used in domestic appliances, cars and medical instruments. The levies affect EU imports worth around 40 million euros ($57 million) in 2009.

European producers that also include Ugitech SA and Aceros Inoxidables Olarra SA suffered “injury” as a result of subsidized imports from India, the 27-nation EU said in a decision today in Brussels. The five-year duties match provisional measures introduced in December and will take effect after being published in the EU Official Journal by April 30.

Indian exporters of stainless steel bars and rods increased their combined share of the EU market to 11.8 percent in the 12 months through March 2010 from 10.4 percent in 2007, according to the bloc. It said three aid programs based on India’s Foreign Trade Act and one program stemming from the country’s Banking Regulation Act led to unfair export subsidies.

On Friday, the US Department of Commerce announced the initiation of administrative reviews of antidumping and countervailing duty orders with a February anniversary date.

The DOC initiated the following administrative reviews of AD orders involving steel products:

(a) Stainless steel bar from Brazil (A-351-825) – Villares Metals SA

(b) Stainless steel bar from India (A-533-810) – Ambica Steels Limited; Chandan Steel Limited; and Mukand, Ltd, Mukand Sumi Metal Processing Ltd and Mukand International FZE.

(c) Certain cut-to-length carbon quality steel plate from Korea (A-580-836) Daewoo International Corp, Dongbu Steel Co Ltd, Dongkuk Steel Mill Co Ltd, Edgen Murray Corporation, GS Global Corp, Hyosung Corporation; Hyundai Steel Co, Kyoungil Co Ltd, Samsung C&T Corp, Samwoo EMC Co Ltd and TCC Steel Corp.

The period of review is February 1st 2012 through January 31st 2013.

The DOC also initiated an administrative review of the following CVD order involving steel products:

(a) Certain cut to length carbon-quality steel plate from Korea (C-580-837) Daewoo International Corp; Dongbu Steel Co Ltd; Dongkuk Steel Mill Co Ltd; Edgen Murray Corporation; GS Global Corp; Hyosung Corporation; Hyundai Steel Co; Kyoungil Co Ltd; Samsung C&T Corp; Samwoo EMC Co Ltd and TCC Steel Corp.

The period of review is calendar year 2012.

Standard Organisation of Nigeria (SON) on Saturday sealed up the warehouse of a Chinese firm, “Three Friends International”, over low quality aluminium coils. Bede Obayi, the Head of Inspectorate and Compliance of the organisation, led a task force on an enforcement  exercise to the aluminium coil warehouses in Lagos.

Obayi said that the company stocked aluminium which quality was below the Nigerian Industrial Standard (NIS) minimum specification of 0.4 millimetres. He said the organisation was determined to rid the country of substandard products. He explained that the team was on routine inspection to ensure that the company complied with the NIS minimum requirement for aluminium roofing sheets.

The minimum standard for aluminium sheet is NIS 487 and 486. Obayi said that the company used quality plain coil of about four layers to cover the low gauge coated coils. He noted that some unscrupulous importers indulged in such sharp practice to evade payment of complete duty.

“The duty on colour coated aluminium coil is 20 per cent while plain coil is five per cent. “We must ensure that what the consumers want is commensurate with the value of products they are getting so that they are not cheated.’’ He advised that importers and dealers should  sell the right products at the right quantity and quality.

“Your 0.50 mm, should be 0.55 mm. Anybody who wants to buy aluminium roofing sheet should go to the right source with expertise for standard measure.’’ He stressed that SON would confiscate any roofing sheet that fell below 0.4 millimetres. He appealed to Nigerians to give relevant information on any company or individuals involved in illicit businesses.

World crude steel production was a record 1,548 Mt in 2012, outperforming the 2011 level by 1.2%. From Jan through May 2013, world crude steel production has increased 2.1% year over year to 658 Mt. China retained its leadership position, yielding almost 49% of the global output at 325 Mt, an 8% annual rise.

Production in Japan, the second largest producer, increased 1.3% year over year to 45 Mt. The United States held the third position, producing 36 Mt of crude steel, a 7% annual decline. Production in Europe and South America were a dampener, declining 6% and 5%, to 70 Mt and 18.8 Mt, respectively.

Through the Jan-May timeframe, world crude steel production attained the highest figure in 2013 so far in May, at 136 Mt and a 2.6% annual increase.
